Basic information on establishment and operating rules of grant committees
On December 10, 2007, by adopting the resolution No. 123/2007, the councillors of the Town Council (hereinafter referred to as the “TC”) in Žilina approved grant committees for 2008. Members of grant committees are nominated out of the TC councillors (that are at the same time members of relevant professional committees of the TC) as well as out of the independent experts and specialists (not being the town employees, but working in the field that they evaluate). Within their duties, grant committees are above all charged with professional and impartial evaluation of applications for grant subsidies. These evaluations are subsequently submitted to the Mayor of the town who follows and acts up to them.
The TC grant committees perform functions of advisory committees for the Mayor of the town within reallocation of grant subsidies under the Act of the Slovak National Council No. 369/1990 on Municipalities as amended. Evaluations provided by grant committees are of recommendation nature for the Mayor of the town when reallocating grant subsidies from the town budget.
Subsequently, the Mayor of the town, following the recommendations provided by the grant committees, approves and signs allocation of grant subsidies for applicants. Grant committees act pursuant to predetermined uniform evaluation criteria, published in town official calls for submitting projects (www.zilina.sk). Individual criteria represent standards for approving each application for grant subsidies in relevant year.

The Mayor is the chief executive authority of the town, representing it at functions outside the town. The Mayor is the statutory body in the town’s legal and proprietary relationships and in employment relationships of the town employees.
Ivan Harman, the Mayor of Žilina, is 39 years old. He lives in Budatín, the urban neighbourhood of Žilina. Together with his wife Andrea, they bring up two children.
His work experience includes occupations of pedagogue, then research worker in Výskumný a vývojový ústav železníc (Railway Research and Development Institute). He also worked as a creative director of an advertising agency and publishing house, which supports publishing of original Slovak publications.
In 1989, he entered the public activities when, as a university student of Pedagogic Faculty in Banská Bystrica, he became one of the leading organizers of student movement. Later, he became member of academic senate of the Pedagogic Faculty in Banská Bystrica. Since 2000, he got involved in politics. During 2002 - 2006, he was a secretary-general of SDKÚ (Slovak Democratic and Christian Union).
He was elected Mayor of the town in municipal election held on December 2, 2006.
